A run captures its source input, the selected OpenTofu version, streamed logs and artifacts, policy results, approvals, and the final outcome.

Plan and apply execute as separate isolated phases. Apply can run only the exact plan that was approved.
Review before change
Plans can require an explicit approval. Rejection, cancellation, and policy denial finish the run without starting apply.
